GENDER SENSITIVE PROGRAMMING IN DEMOBILIZATION & REINTEGRATION OPERATIONS
Rwanda Second Emergency Demobilization and Reintegration Project (SEDRP)
LOGiCA is providing technical assistance to the Rwanda Demobilization and Reintegration Commission’s (RDRC) for : (i) the implementation of a gender action plan and (ii) the development of technical guidelines of gender mainstreaming (TGGM)
Gender Action Plan:
In collaboration with the Rwanda demobilization and reintegration commission, LOGiCA has developed a GAP with specific recommendations for demobilization (reception and screening process, Pre-discharge orientation program), social reintegration, economic reintegration, program mainstreaming, program management as well as monitoring and evaluation.
Technical Guidelines of Gender Mainstreaming (TGGM)
LOGiCA supported the development of TGGM. These guidelines elaborate gender issues and a gender mainstreaming approach, focusing on the different activities and beneficiary groups of the project as well as the respective responsibilities of the different units of the technical secretariat (TS) of the project. Areas of gender gaps for different aspects of the program are identified and mitigating measures developed. The TGGM provide a practical and simple guide for the staff and partners at different levels to address gender issues in the process of demobilization and reintegration as well as support to programming processes.
June 2014: International Men and Gender Equality Survey - A study of gender, masculinities and reintegration of former combatants in Rwanda
LOGiCA has worked with the RDRC to conduct cutting-edge research on D&R and masculinities based upon the International Men and Gender Equality Survey (IMAGES), the work explores men’s attitudes and practices on a range of issues linked to gender equality. The overall objective is to increase knowledge and strengthen D&R program planning with regard to issues of masculinity and to build upon possible entry points to engage men in the promotion of gender equality and enhance socio-economic reintegration strategies.
LOGiCA partner Promundo conducted the research at the Mutobo Demobilization Center in two phases in 2013 and 2014 using IMAGES survey tools. The approach was adapted to the D&R context in Rwanda where respondents are former perpetrators of collective violence and are currently dealing with a process of transition.
To capture the unique characteristics of ex-combatants, findings were compared with those from non-combatants through two existing IMAGES studies from Rwanda at the national level through the study ‘Masculinity and GBV in Rwanda: experiences and perceptions of men and women’ and ‘Gender Relations, Sexual Violence and the Effects of Conflict on Women and Men in North Kivu, E. DRC’ from 2011 and 2012 respectively.
